The Emerging Outlook is one of the 5 Outlooks in Millennium Dawn. Governments with an Emerging Outlook are those, especially in the Global South and Post-Soviet Sphere, that seek to replace the prevailing Liberal World Order with their own alterate institutions and multipolar way of global politics. They often have differing attitudes towards globalization, forms of govemment, and domestic policy.

It has six ideologies:

  1. Communist
  2. Left-Wing Radical
  3. Reactionary
  4. Autocrat
  5. Moderate Shiite
  6. Hardline Shiite

Generally, Emerging Outlook nations are aligned with Russia and China one way or another. Although broad in ideology and allegiances, they are generally authoritarian and are opposed to the western outlook. Some Emerging governments learn towards communism or socialism, while others appear more on the right of the ideological spectrum as reactionary and autocratic.

Sub-Ideologies:[]

Communists[]

Communism is a radical socialist ideology, which is staunchly opposed to free market capitalism, instead promoting that control over the means of production be held by the workers. What exactly this means varies, but has often translated to the state and economy being controlled by a single, authoritarian 'Communist Party. Since the collapse of the Soviet Union. communism has greatly diminished across the world, but some states still claim it as their official ideology. Those aligned with the emerging powers see the current liberal, capitalist world order as exploitative, and believe it must be tom down and replaced.

Some in-game examples include:

Left-Wing Radicals[]

Left-wing radicals promote a more moderate vision of socialism compared to communists, but are still more hardline than social democrats. They generally oppose current International economic and political structures, considering them unfair and exploitative.

Some in-game examples include:

  • Venezuela
  • South Africa
  • Ethiopia
  • Zimbabwe
  • Congo DR

Reactionaries[]

Reactionaries are displeased with the direction their country has taken, and seek a return to an idealized golden age of the past. As such. they seek to reverse many of the changes their nations have experienced. They are staunchly opposed to liberalism, and as such are generally aligned against the West in the modern era.

Reactionaries are, in a sense, an authoritarian and syncretic form of conservatism with a very pragmatic approach to the economy and ideology.

Some in-game examples include:

  • Russia
  • Belarus
  • Tajikistan
  • Armenia
  • Kyrgyzstan

Autocrats[]

Autocracies are classic dictatorships, where a single individual wields the lion's share of political power. Autocrats oppose to any factions or policies that threaten their power. Those who see the West as the principle foreign threat to their thrones will generally align with the emerging powers.

Eastern outlook Autocrats are aligned with Russia and China, which separates them from western and non aligned autocrats.

Some in-game examples include:

  • Kazakhstan
  • Novorossiya
  • Libya (Gaddafi)
  • Syria (Assad)
  • Algeria
  • Georgia

Shiite Revolutionaries[]

Shiite Revolutionaries are split into two ideologies: Moderates and Hardliners. Moderate Shiite revolutionaries refer to a spectrum of right-wing Shite adherents who attest to a strict interpretation of Shia Islam, but support greater political plurality than their more hardline brethren. Despite this, they largely support the continuation of theocracy. Hardline Shite revolutionaries, however, refer to a spectrum of far-right and militaristic Shite adherents who attest to a strict interpretation of Shia Islam. They have largely negative views towards Sunnis, and seek to ensure the continuance of Shia Islam within a theocratic state.

Only Iran and Hezbollah start out as Shiite Revolutionaries, but Islamic nations like Iraq, Syria, Yemen, and others have the potential to turn to either ideological branch over time.
